Potts examines the issues that arise before a project is appraised, covering project identification, design, and assumptions regarding likely outcomes in the absence of the project. He also tackles the difficult practical problems that arise for project planners, among them inflation, changes in relative prices, and exchange rate fluctuations. Throughout, he is aware of the fact that appraisal methodology needs to be adapted to the scale of a particular project.
