He received his Ph.D. in History from the University of Michigan in 1977 and has written numerous articles and reviews for magazines and scholarly journals. He is the author of Industrial Democracy in America: Ideological Origins of National Labor Relations Policy (1987), and the co-editor of Liberty, Property, and the Foundations of the American Constitution (1989), Liberty, Property, and Government: Constitutional Interpretation before the New Deal (1989), and Liberty, Property, and the Future of Constitutional Development (1990).
