Charles Ballinger serves as executive director, emeritus of the National Association for Year-Round Education. He has been a teacher, an administrator, a laboratory school instructor, a state department of education consultant, and professional association chief executive. Carolyn Kneese is a retired associate professor of educational administration at Texas A&M_Commerce. She has 10 years of eaching experience and 12 years of research experience.
