The Strategic Studies Institute (SSI) is part of the U.S. Army War College and is the strategic level study agent for issues related to national security and military strategy with emphasis on geostrategic analysis. Studies produced by civilian and military analysts concern topics having strategic implications for the Army, the Department of Defense, and the larger national security community. This is part of SSI's "The Letort Papers" series, named after an 18th century fur trader in the Cumberland Valley of Pennsylvania, which is meant to showcase topics of interest to the defense academic community that may not correspond with SSI's mainstream policy-oriented publications. Paraphrased from the Foreword by Douglas C. Lovelace, Jr., SSI's Director: Doctrine never stands still. Concepts are redefined over time. Often the changes result in improvements, but occasionally they do not. As Joint doctrine is currently undergoing some potentially major revisions, Lieutenant General (USMC, Ret.) Paul Van Riper, an experienced warfighter and accomplished forward-thinker, asks the doctrine community take a hard look at the differences between the original concepts and the proposed revisions. If, after doing so, the proposed revisions clearly amount to a step forward, then we should proceed. Otherwise, we might question the value of implementing the proposed changes. In any case, pausing for sober reflection even in periods of comprehensive change is a healthy habit.
