A central conclusion is that intrawar deterrence is an inherently fragile concept, and that the non use of weapons of mass destruction in both wars was the result of a number of positive factors that may not be repeated in future conflicts. Dr. W. Andrew Terrill is SSI's Middle East specialist. He was a nonproliferation analyst for the Lawrence Livermore National Laboratory.
