According to them, while Russia won the campaign, it also exposed its own military as badly needing reform. The war also demonstrated weaknesses of the NATO and the European Union security systems. Dr. Ariel Cohen is Senior Research Fellow in Russian and Eurasian Studies and International Energy Policy at the Katherine and Shelby Cullom Davis Institute for International Policy at The Heritage Foundation. He directs high-level conferences on Eurasian security, terrorism and energy, the rule of law, crime and corruption, and on other issues.
