It teaches men the first rudiments of obedience ;and if I were asked what is the greatest of all military virtues, a virtue even higher than courage, I should reply it was absolute unquestioning obedience. On the other hand, Lord Roberts has pointed out that the backbone of a thorough military training is the careful and gradual instruction of the individual, officer or soldier, in every duty he may be called on to fulfil, and the development to the utmost of his mental and physical powers. But such development is impossible unless free play is given to individual intelligence and initiative. These doctrines are not contrary to one another, but supplementary; they are the two halves of the truth. Sometimes the one needs emphasising, sometimes the other.
