John S. Sandberg (Chapter 6) is a shareholder and founding member of Sandberg Phoenix & von Gontard in St. Louis, Missouri, and is the firm's managing partner. He concentrates his practice in business litigation, including resolution of insurance coverage and bad faith disputes. Mr. Sandberg received his J.D., cum laude, from the University of Missouri-Columbia, where he was awarded the Order of the Coif and was managing editor of the Missouri Law Review, 1971-1972. He received his undergraduate degree, with honors, from the University of Missouri-Columbia in 1970. Mr. Sandberg is a frequent writer and speaker on construction-related issues and is the author of Missouri chapters in State-By-State Guide to Construction Contracts and Claims, 2006 and Architects, Engineers & Builders Liability, published by Aspen Press.

Patrick J. Wielinski (Chapter 3) is a principal in the law firm of Cokinos Young in Dallas-Fort Worth, Texas. He practices in the areas of construction, insurance coverage, and risk management. Mr. Wielinski is past chair of the Insurance Law Section of the State Bar of Texas. He regularly lectures to construction, insurance, and legal groups on insurance coverage and risk management issues, including the Forum on the Construction Industry and the Insurance Coverage Litigation Committee of the Section of Litigation of the ABA. He is the author of Insurance for Defective Construction, 2nd edition and has authored numerous other publications for insurance, construction, and legal organizations. He is also the coauthor of Contractual Risk Transfer: Strategies for Contractual Indemnity and Insurance Provisions. Mr. Wielinski is a member of the AGC of America Surety Bonding and Construction Risk Management Committee and monitors the status of the law and the filing of amicus curiae briefs in cases involving insurance coverage affecting the construction industry.



Stephen D. Palley (Chapters 2 and 12) is a shareholder in the Construction Group of Ober Kaler in Washington, D.C. He specializes in insurance recovery litigation with a construction industry focus as well as complex construction defect litigation. A frequent speaker and author on construction insurance related topics, Mr. Palley also advises clients on the development and negotiation of insurance and risk-transfer programs for large construction projects throughout the United States, including power plants, airports, sports venues, and hospitals. He received his B.A., cum laude, from Tufts University and his J.D. from the Washington University School of Law in St. Louis.
