The world does not end all at once. First, the paperwork adjusts. Riots erupt "spontaneously." Surveillance introduces itself as protection. And a man confined for rescuing his Watcher partner from a cult is released early by the architect of his cage, who grins "Welcome back to the land of the free and happy" while a subordinate unlocks the collar.
Beyond Robert Goldner's apartment, America has started to rot in public — and with the presidential election less than six weeks out, powerful men are treating the rot as an opening. Robert wants his old duty back: recovering missing children as a Watcher agent of the Isaac-Abraham Institution, the secretive nonprofit that recruits people like him — gifted, plagued survivors of the White Fire Virus. Instead, the Institution assigns him a new partner: Ava Darden, the amnesiac girl he helped pull out of a den of drugs and thieves, who believes she is an angel, and whom he has never quite trusted.

Her amnesia was engineered, and somewhere in the architecture of her mind waits a trigger — something verbal, something visual — that will complete her. Faces from those films are converging on Washington. No two factions agree on what Ava is; all of them agree she matters.
So Robert goes back to work, reluctant and dutiful, hunting for a way to trust the partner he has been given — and failing. At Ava's side, for him alone, the world behaves less and less like itself. A sandwich-shop sign slides into a Martian landscape; he blinks, and the world resumes pretending. Again and again, his sight flickers between America and XynKroma, as though Reality has developed a weak seam.
At the center of that seam is a terrible proposition: the Creator is extinguishing itself to finish Creation — and every power that promises to prevent the end is also drafting its aftermath. Governments, institutions, and terrorist art-cults are running rival salvage operations — each deciding who will be carried into the finished world, and who will become material.
