Synopsis

A Vision to rebuild SyriaAfter thorough consideration of the different aspects and forms of governance several of the developed world countries employ a wide non-centralized administrative or non-centralized political or federal system. There are many countries that went through similar circumstances as we can see in the Syrian case. We came to the conclusion that, the most suitable solution for the Syrian situation is a democratic parliamentary system based on a wide non-centralized government, which should be responsible of the matters of the governorates and the cities. Subsequently, granting the wider authority in the majority of the subjects these authorities could/ should be wider than those inherent of a federal system. We think that the implementation of a bi-cameral parliament would be an appropriate model, similar to the German one. Beside the previously mentioned bi-cameral parliament, another structure should be implemented, which we call the centralized Parliament of the Governorates. Furthermore, when the two chambers meet, we call it the Congress.We consider that these wrong-behaving's should be studied in three time-phases: first (1959-1970), second (1970-2011) and third (2011-until the peace agreement). In addition to that would like to point out that the strength of central state and its components will be the best guarantee for all the rights and dealings that we have achieved between all components of the society. All of these are or for the cause of state based on values such as citizenship, justice, and equality.Throughout these understandings, we can overcome many of the fears and the discussions about the shape of the ruling.Our suggestion for the solution to the Syrian crisis, consists of three In what concerns the legislative role, this shall fall under the responsibility of the bi-cameral Parliament and the Parliament of the Governorates. Working out the phases of fixing it, by passing through the different aspects of the society.We conducted a study concerning the current local governance in the entirety of the Syrian territory, which we hope that by working on developing it, will make possible its incorporation, at a later stage, into a unified government. We propose practical mechanisms to enable the people to create a government which is fair and dependent on an execution mechanism. أبرزت فيه المأساة السورية قصور الأمم المتحدة، وخاصة في مجلس الأمن، عن تحمل مسؤوليته، مع تفاقم الوضع الإنساني في البلاد، كشفت أيضا فشل كل محاولات السوريين وكياناتهم السياسية المختلفة في الوصول إلى اتفاق وطني يشكل قاعدة لحل سلمي للصراع.لقد جاءت فكرة هذا الكتاب انطلاقا من واجبنا تجاه بلادنا والعمل على الوصول إلى حل للصراع في سوريا كمحاولة لإثارة النقاش بين السوريين للمبادرة في العمل على استعادة سيادة قرارهم الوطني ورسم خارطة طريق للخروج من هذه المأساة. يحاول هذا الكتاب تسليط الضوء على اللاعبين الدوليين والمحليين المتدخلين في الصراع السوري ويكشف تعقيدات وملابسات الحل السلمي، ويلقي نظرة واسعة على إعادة الإعمار ووضع النازحين واللاجئين السوريين في سوريا ودول العالم، ويرسم خارطة طريق للخروج من هذه الأزمة تراعي اجراء تسويات بين مصالح السوريين الوطنية ومصالح اللاعبين الدوليين، وتضمن إقامة دولة المواطنة والقانون، من خلال الوصول الى توافقات شاملة وجامعة في مؤتمر وطني عام يشكل الخطوة الأولى لمخرج مقبول من هذه الكارثة. حاولنا في كتابنا هذا وضع خطط قابلة للتطبيق، منطلقين من فهم وبحث عميق للوضع العام في سوريا والآليات الممكنة والمتاحة حاليا لإعادة بناء الدولة السورية التي طالما حلمنا بها أن تكون دولة الحرية والكرامة والديمقراطية.
