When seen in overview our national and global failure to stem the rising levels of carbon dioxide and other greenhouse gases is a radical evil. At the present time there is still opportunity to address climate change and hold off the most serious of its implications. In this regard this Handbook represents hope for the future. We can still make the changes that are necessary, but every year and every day that we delay and dither and dally, the more challenging becomes the challenge of addressing global climate change.
