The great 19th-century reform gradually changed the constitutional position of religion in Britain. The effect was to replace the eighteenth-century system of confessional loyalties with a liberal political culture based on merit. It fills an important gap in the political history of British liberalism by taking up the question of entanglement of secularity and liberality in the foundation of the modern state.

WILLIAM C. LUBENOW is Distinguished Professor of History Emeritus at Stockton University, Galloway, New Jersey. His previous books included Liberal Intellectuals and Public Culture in Modern Britain, 1815-1914 (2010), "Only Connect" Learned Societies in Nineteenth-Century Britain (2015) and Learned Lives in England, 1900-1950 (2020), all published by the Boydell Press.
