This revolution in American values created choices for the new consumers that were foreign to their American heritage. Many of the demands were created by advertising agencies. This catalog of cigarette advertising called Smoke Signals considers that period economic growth through Richmond's cigarette industry. as a vehicle to explore the managerial and second industrial revolutions, the development of American advertising, and the transformation of American values. Tobacco was and remains important to Richmond. Tobacco was the bulwark of Virginia's economy for over two centuries and Richmond was the hub of the market before the Civil War. By the 1880s conservatism made Richmond business- men suspicious of new technology that they associated with urban materialism. Continuous-processing machinery, first used in agricultural processing industries such as tobacco, was rejected by local cigarette manufacturers unable to believe that a market existed for mass- produced cigarettes. Richmond's insular vision during this critical period of growth for the rest of the country dictated its economic future for much of the next century. Tobacco remained a central employer, but tobacco leadership and profits left the city forever.
