Every day we are presented with problems. More often than not we are also faced with competing accounts of what should be done. But why do some problems endure, whilst others fade away? What are the causes of these problems and who is responsible for solving them? Are we asked to respond to these problems out of fear, or in the hope of, if not creating a better world, then at least making a difference? How, where when and who decides what is a problem and what actions should be taken? What are the measures of success and what if others don t agree with what you count as a problem and its solutions - what happens then? These are questions of policy, where making sense of particular social problems and solutions, also means making sense of some of the fundamental questions, values and assumptions of how we can and should live our lives. Stuart Connor is a lecturer in social policy at the University of Birmingham. His teaching and research interests include critical approaches to the analysis of contemporary social policy and practice. This work includes examining the role of governments, trade unions, NGOs, social movements and community practitioners in the fabrication of 'social problems' and attempts to legitimate and challenge particular policy responses.
