Dual language learners (DLLs) are young children who are growing up with two or more languages. NAEYC follows the Office of Head Start’s definition of dual language learners as children who “are learning two (or more) languages at the same time, as well as those learning a second language while continuing to develop their first (or home) language. The term dual language learners encompasses other terms frequently used, such as Limited English Proficient (LEP), bilingual, English language learners (ELL), English learners, and children who speak a Language Other Than English (LOTE)” (2008, 1).About 25 percent of children younger than 18 in the United States live with at least one parent who is an immigrant (Nwosu, Batalova, & Auclair 2014). This means that many early childhood educators will work with children and families who speak a language other than English.
