Bishop Phillips received a BA degree [with honors] from Fairmont State College in West Virginia in 1981; earned his M.A. and Th. D. from International Bible Institute and Seminary in Pensacola, FL in 1981-1984, and his M.Div. from the Church of God Theeological Seminary in Cleveland, TN in 1996. Bishop Phillips was awarded an Honorary Doctor of Divinity from Canada Chrisitan College and Theololgical Seminary in 1991 while serving as overseer of the churches in Eastern Canada; and in 2002-2004 did post-graduate studies in a Ph.D. program at Regent University in Virginia Beach. The author of these addresses was converted, sanctified, and Spirit-baptized in 1967 and joined the church in 1968. He accepted the call to preach in 1969. During his second pastorate in Katy, West Virginia in 1976, he was ordained a bishop. In 1982 he was appointed to General Headquarters in Cleveland, Tennessee to direct the History and Heritage Ministries of the church. Thereafter, he served the church in the positions of state overseer of West Virginia and national overseer of the churches in Eastern Canada. In 1994 he returned to Cleveland as international director of Heritage Ministries and manager of ‘Fields of the Wood’, a 216 acre Bible-theme park located in Cherokee County, North Carolina. He held these positions until 2004. Bishop Phillips has served as Presiding Bishop of Zion Assembly Church of God from April 2004 until present.
