American military technology and manufacturing are the best in the world. The FMS process is administered by the Defense Security Cooperation Agency and guided by the State Department. Congress has oversight of this crucial and sensitive program. This provides effective and transparent check on this key tool of U.S. foreign policy. Foreign military sales provide others countries with deadly weapons of war. The U.S. has negotiatied billions in FMS deals with Saudi Arabia, a partner in the war against the Islamic State and other radical groups in the Middle East. The U.S. must ensure that the countries to which it sells high-quality military equipment share our interests and values.
