This book is an analysis of ¿capacity building¿ as a development strategy, and focuses on the relationship between the northern and southern participants of development aid. The author explores how the southern partners in a particular development project develop an identity as ¿recipients¿, and how this is a clear obstacle for realizing the idealistic notion of ¿partnerships¿ between northern and southern practitioners in development. This original study takes a bottom up focus by studying how the Nepalese partners in a development aid project between Nepal and Norway perceive their role as partners and how they act out and communicate their tensions and conflicts about the delivery process in development aid.
