Synopsis
Le printemps arabe a démontré que les régimes autoritaires de la région ne sont pas à l'abri de la violence de la rupture. Les citoyens opprimés recherchent la mise en place de systèmes politiques démocratiques pour remplacer le régime autoritaire. Cependant, lorsque la société est profondément divisée le long de clivages verticaux, la démocratie libérale fondée sur la majorité peut ne pas être une option viable. Au lieu de cela, des institutions consociationnelles libérales qui accueillent la diversité culturelle et ethnique sont nécessaires. La création de telles institutions devrait aller de pair avec la reconnaissance mutuelle des différences culturelles et l'autonomie de la politique pour assurer la durabilité des systèmes politiques post-autoritaires de partage du pouvoir. Cette thèse prend le cas de Bahreïn, un pays avec une société profondément divisée, pour démontrer comment le régime autoritaire existant peut être remplacé pacifiquement par un régime libéral consociationnel. Il examine ainsi les perspectives de consociationalisme libéral à Bahreïn en appliquant au pays les trois concepts d'ingénierie institutionnelle, de reconnaissance mutuelle et d'autonomie.
