Pourquoi les nations d'Afrique sont-elles encore des pays en développement malgré plus d'un demi-siècle d'indépendance ? Le continent africain est parmi les plus riches en ressources naturelles, mais le plus pauvre en développement et en infrastructures. Les indicateurs de santé et de développement humain sont extrêmement pauvres en Afrique, et le pays d'origine de l'auteur, le Soudan, ne fait pas exception. Ce livre expose les déterminants derrière cet état de sous-développement du continent. Les raisons du sous-développement de l'Afrique sont encore à débattre. Le terme diable de développement est introduit dans ce livre comme une description concise des facteurs clés entravant le développement. Le diable de développement est composé d'une triade de facteurs collectifs de dommages cérébraux sociétaux ; fuite des cerveaux (migration des personnes qualifiées), tache cérébrale (la corruption) et rideau cérébral (néocolonialisme). La première moitié de ce livre aborde cette triade du diable de développement. La deuxième moitié se concentre sur la fuite des cerveaux des travailleurs de santé au Soudan, avec plus de profondeur. L'accent est mis sur l'État de Khartoum, discutant de l'ampleur du renouvellement du responsable de la santé et de la fuite des cerveaux.
