Training and development was also discussed to improve efficiency, effectiveness, and competence, but will not make their best contribution unless certain conditions are met, such as HR policies, HR strategy, etc. In addition, it suggests that the organization should acknowledgement training as a mainstream activity for a main resources development, should give more attention to the strategic aspects of development to create a better “learning organization”
