Complex humanitarian emergencies are an unfortunate contemporary reality. Responding to immediate health needs requires urgent action to reduce excess mortality and morbidity. However, from a strategic perspective, it is desirable that post-conflict humanitarian assistance build the foundation for the future development of a strong national health system. Is it possible to use short-term relief efforts as a set of opportunities to eventually develop a sustainable health sector? Research on conflict and post-conflict health has thus far ended at emergency needs and programs. In CREATING OPPORTUNITIES FROM CRISIS, Daphne Hemily creates a conceptual framework that looks beyond the immediate response by examining the potential for health care system transition. Haiti's post-conflict and recent post-earthquake decisions are evaluated through this model to assess the success of the country's attempts to rebuild their health sector. Lessons learned are consolidated to guide health system reconstruction strategies and highlight the opportunities that emerge from crises.
