Development of a successful port system, one of the most essential aspects of Viet Nam transport infrastructure, would bring many benefits in nation economy. Actually, many required factors as well as limitations impact on a port development, so finding optimum alternatives or strategies to develop a port system is very difficult and nearly impossible. In addition, each port system has its own characteristics, so there are no two port systems applying similar policies. Therefore, totally copying successful strategies to develop Viet Nam port system does not promise to bring successes, but they are still useful and much worth references. Correspondingly, this research would introduce a satisficing strategy in port development with a case study of Vietnamese port system.
