The book assesses the impact of the reforms in power sector on equity, efficiency and service delivery in Odisha, the first Indian state to implement reforms in the sector. The book examines the nature of accountability, transparency and participation of the stakeholders involved, the nature of the work culture among the employees mechanism of ensuring responsiveness of service providers and decision makers and its implementers and the management pattern (good governance practices) and concludes that these factors are better explanatory variables for the effectiveness and efficiency of the sector.
