Information and Communication Technologies (ICTs) revolutionized communication and information exchange.The combined application of these two technologies enabled the state departments to revamp the governance machinery so as take the state services closer to the citizens. The book aims at understanding the functioning of ICT based organization engaged in providing state services to the citizens. The study conducted on e-Seva, an organization set up by the state of Andhra Pradesh to deliver services on ICT platform, through a critical examination of structural and functional aspects delineates the technology-organization interface in e-Seva organization. The book mainly examines the services offered by e-Seva and the response of citizens/consumers availing e-Seva services to understand the extent to which ICT led e-Seva added to the larger goal of governance. The book, however, raises an important concern vis-à-vis operationalization of ICTs in governance as it observes that e-Seva has been grounded on Public Private Partnership model without testing in the public domain, which has implications for cost of services to the citizens/consumers.
