Synopsis
À partir des années 1980, les démocraties occidentales et les pays en développement ont trouvé les réformes irrésistibles. Cependant, la plupart des pays en développement ont reproduit des réformes de style NPM, avec des résultats contrastés. En fait, ils n'ont pas réfléchi à l'importance du contexte dans les phases de conception et de mise en œuvre des réformes de la gestion publique. Le livre souligne que plusieurs facteurs influencent les réformes et présente un modèle pour comprendre les réformes de la gestion publique dans les pays en développement. Le modèle tient compte de la façon dont les variables socio-économiques, politiques et administratives peuvent influencer différentes phases des réformes de la gestion publique dans les pays en développement. Le modèle prend également en compte les pressions extérieures auxquelles les pays en développement sont confrontés, en analysant le rôle du système d'aide internationale. Ci-après, le livre présente comment le modèle a été testé pour le cas du Pérou, en soulignant l'influence de chaque variable sur la conception et la mise en œuvre des paquets de réformes au Pérou. Plus précisément, le livre se concentre sur deux études de cas : la réforme de la décentralisation et la réforme de la fonction publique au Pérou.
