This study assesses the level of ecological literacy among 294 Bachelor of Elementary Education (BEEd) students at Bataan Peninsula State University - Dinalupihan Campus, Philippines, in alignment with CHED Memorandum Order No. 74, s. 2017. Using a descriptive-quantitative design and a modified Environmental Literacy Questionnaire, the research examines three domains: Ecological Knowledge, Ecological Attitude, and Ecological Behavior. Findings reveal a "knowledge-heavy" literacy profile: respondents demonstrate strong ecological knowledge, while attitude (WM = 3.833) and behavior (WM = 4.029) both register "High" ratings. A notable "Social Agency Gap" emerges, with students expressing moderate skepticism about their individual capacity to influence systemic or social change. Based on these findings, the study proposes an educational animation as a pedagogical tool to bridge theoretical knowledge and practical environmental advocacy, and recommends cross-curricular integration of ecological themes in teacher education.
