Depuis son entrée en vigueur, la Convention sur les armes chimiques (CAC) a remporté des succès vitaux en matière d'universalité avec jusqu'à 192 États ayant adhéré à la convention à la fin de 2015. Avec la décision de la Syrie d'adhérer à la Convention et de détruire ses armes, les appels lancés aux États non parties à la Convention à emboîter le pas ont augmenté. Parmi les quatre États non membres : Israël, l'Égypte, le Soudan du Sud et la Corée du Nord, le régime de Pyongyang est probablement le défi diplomatique le plus difficile. Une myriade de problèmes couvrant plusieurs zones géographiques ont entravé d'une manière ou d'une autre la mise en œuvre de la Convention et sont ainsi illustrés par des études de cas. Malgré les défis vifs et parfois inondants auxquels la Convention et sa mise en œuvre sont confrontées, les réalisations cumulées de la Convention et de son organisme fiduciaire l'emportent de loin sur ces obstacles. Les défis représentent toutefois une plus grande opportunité pour les États membres de la Convention et l'Organisation pour l'interdiction des armes chimiques (OIAC) d'aller de l'avant vers une mise en œuvre sans faille de la convention et un monde exempt d'armes chimiques.
