Synopsis
Les populations rurales de certaines régions de la Zambie, un pays d'Afrique centrale indépendante en 1964, ont été largement laissées à la traîne en termes de développement. La pauvreté rurale dans la province de l'Ouest est restée à plus de quatre-vingts pour cent (80 %). Cela a été un fardeau pour l'économie nationale et les ménages sont affectés négativement. Dans un effort pour améliorer les moyens de subsistance de la communauté rurale, les efforts de divers agents de développement ont été rencontrés avec des résistances variables de la part de certains dirigeants traditionnels. Les décisions, les programmes de développement et les projets, les dirigeants traditionnels pensent qu'ils leur sont imposés par les formulateurs. Le gouvernement zambien reconnaît qu'il ne pourrait pas développer le pays sans la participation des dirigeants traditionnels. La province est considérée comme pauvre, mais la région a une forte hiérarchie traditionnelle bien définie ou une autorité de dirigeants traditionnels qui se réjouissent devant tout le monde.
