It is the making of decisions, wherever possible, in a structured sequence and on the basis of all available information and relevant data. It is the continuous and collective exercise of foresight in the integrated process of taking informed decisions affecting the future. It signifies anticipation of some desired future state of affairs in the form of a vision whose attainment guides, motivates and directs present actions.
