The research draws on concepts from the literature of Institutional Economics to explain the possibilities for the local population to participate in the economic activities generated by the construction and operation of the Port of Açu in the territory. The results reveal that the conduct of operations in the territory has caused conflict between the local population and entrepreneurs who brought with them the promise of generating employment and income for the region. It is also possible to verify the inefficiency of mechanisms such as public hearings, pointed out in the literature, to minimize conflicts. The study is an excellent opportunity for the reader to reflect on the possibility of economic development, based on the intervention of a large enterprise, for a population whose institutions, defined as the formal rules of a society, are unable to guarantee property rights for those who, for years, have supported their families from their land.
