Synopsis

National and international experience indicates that poorly managed public procurement leads to serious problems of inefficiency and corruption; on the contrary, if public procurement is well managed, it leads to more efficient works, goods and services, achieving greater economic growth and strengthening public confidence in their governments. Public procurement is a set of rules and procedures that seeks transparency and competitiveness; therefore, it is the mechanism by which the State relates to third parties in order to obtain services, goods or works for the fulfillment of its objectives, goals or functions. The Preparatory Acts phase is the set of actions that are initiated from the decision to purchase and is designed to clearly define the object of procurement, allocate a budget for that purpose and clearly define its characteristics.
