Synopsis
Le Bénin, comme plusieurs pays africains, a subi des réformes de son territoire et de ses institutions administratives. L'option démocratique prise par le pays depuis la conférence nationale a eu pour première conséquence politique, la décentralisation de l'administration territoriale. Cela a conduit entre autres à la signature de plusieurs types de partenariats, mais les résultats après ces années de décentralisation laissent beaucoup à désirer. La municipalité d'Adjarra a une population avec une majorité de faible niveau d'éducation, avec plus de la moitié de la population n'ayant pas dépassé l'école primaire. Il est relativement pauvre, voire très pauvre, en termes d'infrastructures pour éduquer, cultiver et divertir les jeunes. L'objectif de ce travail est d'analyser l'impact de la gestion du gouvernement central sur la contribution des TFP spécifiquement à la gestion de la commune d'Adjarra. Les résultats montrent que le climat sociopolitique du pays et le mode de gestion des ressources au niveau central conditionnent la contribution des partenaires et, en même temps, la gestion décentralisée. En ce sens, la crédibilité de la direction du gouvernement central est un facteur déterminant dans la confiance que lui accordent les partenaires.
