Synopsis

For the past twenty years, public service reform has been an important issue for governments, social partners and international development institutions around the world. When it comes to the impact of these reforms, the social partners have different perspectives. These differences are reflected in the way studies on the effectiveness of decentralization and privatization are conducted. The aim of this study is to assess the impact of decentralization and privatization on municipal services. To carry out this study, we used the prospective cross-sectional descriptive method, with documentary and direct observation techniques. As indicated in the previous chapters, it is very difficult to determine very precise trends in the impact of decentralization and privatization on municipal services. Moreover, situations may vary within the same sector or geographical region.
