《国家图书馆期刊论文元数据规范与著录规则》就是"国家图书馆专门元数据标准与著录规范"项目的成果之一，在充分利用国际上相关元数据研究应用成果的基础上，根据国家图书馆的应用需求，制订了支持元数据数据交换、复用、转换和整合要求的期刊论文元数据规范和著录规则，满足国家图书馆和相关机构的期刊论文资源揭示与管理需求，以促进图书馆期刊论文资源的管理和服务的有效集成。《国家图书馆期刊论文元数据规范与著录规则》的基本内容包括期刊论文元数据规范、期刊论文元数据著录规则和样例数据。期刊论文的元数据规范遵循了描述元数据的两层基本结构：核心元素和资源类型核心元素，由13个核心元素（修饰词22个，编码体系修饰词15个）和2个资源类型核心元素（修饰词3个）组成，大部分元素都扩展了元素修饰词和编码体系修饰词。
