Synopsis
2015年，《中共中央国务院关于加大改革创新力度加快农业现代化建设的若干意见》（中发〔2015〕1号）决定，重大水利工程建设的征地补偿实行与铁路等重大基础设施项目同等政策。铁路等重大基础设施项目自《国务院关于深化改革严格土地管理的决定》（国发〔2004〕28号）发布后，征地补偿标准由原来的按照前三年平均产值的10到16倍，逐步过渡到按照省、自治区、直辖市公布的统一年产值或者区片综合地价补偿。
2015年以来，大中型水利水电工程项目都已经执行与铁路等重大基础设施项目同等的补偿标准。为了将此项政策法定化，2017年6月1日起实施的《国务院关于修改〈大中型水利水电工程建设征地补偿和移民安置条例〉的决定》，对《条例》第二十二条进行了修改，将《条例》第二十二条di一款以及第二款合并修改为：“大中型水利水电工程建设征收土地的土地补偿费和安置补助费，实行与铁路等基础设施项目用地同等补偿标准，按照被征收土地所在省、自治区、直辖市规定的标准执行。”
