About The Author: Sankar Sen, former Director General of the National Human Rights Commission, New Delhi, and former Director of the National Police Academy, Hyderabad, joined Indian Police Service in 1960. He graduated from Presidency College, Calcutta, and obtained Master's Degree in History from Calcutta University. He was allotted to Orissa cadre and held a number of posts with distinction. He served the Border Security Force as Additional Director General. Thereafter he was posted as the Director of SVP National police Academy, (NPA) the premier institution for the training of senior police officers in the country. On completion of his assignment in NPA he joined as the Director General of the National Human Rights Commission. He was instrumental in setting up an excellent Investigation wing of the NHRC. He also functioned later on as the Special Rapporteur incharge of custodial justice programs for the NHRC. He thoroughly involved himself in the human rights sensitization of the Indian police and improvement of the prison administration. He was awarded the Police Medal for Meritorious Services in 1979 and for Distinguished Service in 1987. He has authored many books including ÒPolice TodayÓ, ÒHuman Rights in a Developing SocietyÓ, ÒTryst with Law Enforcement and Human RightsÓ etc. Presently he is a Senior Fellow in the Institute of Social Sciences, New Delhi. In the Institute he was the Chief Coordinator of a pathbreaking research program on Trafficking in Women and Children in India.
