Opening keynote chapters by Riitta Maijala and Ivar Vagsholm frame the challenge: reconciling scientific risk assessment with policy constraints, economic trade-offs, and public perceptions. These early chapters are relevant to current academic debates in regulatory science, food policy, and One Health frameworks, especially given post-pandemic concerns around zoonoses, trust in science, and transboundary risk management.
