Governments that encourage investments in people, education, research and development, and in lifelong learning and training, are taking the most advantage of the globalisation process. People should be placed at the centre of the process, to prevent the development of a digital divide. During the 21st century the yardstick used for the measurement of a country's development level will be the computer-literacy rate and no longer the adult-literacy rate.
