There has been not only huge physical expansion but also remarkable change in its composition and management. 1991 being the water divide, there has been a sharp increase in inter-district disparity, rapid growth of technical and professional education and privatization of higher education in the state. Physiography playing a crucial role in geographical distribution and locational pattern of higher educational institutions, more than four-fifths of total higher education institutions were distributed in areas located below 1500 meters height and located along national and state highways. Due to the constraints of terrain in the hill state, there has been a judicious use of land in opening of teaching courses in higher education colleges and universities in the state. High land demanding institutions such as sports colleges and universities were not at all in the state. The study recommended several practical suggestions to improve the situation.
