Evolving energy, economic, and geostrategic relationships will transform trade and conflict dynamics in South Asia and reshape the region's ties with Central and East Asia and the Middle East. In 'Energy and Security in South Asia', longtime energy adviser Charles Ebinger provides detailed examination of each South Asian nation's energy situation as well as the relevant foreign policy initiatives being pursued. Ebinger shows how such initiatives often become sources of conflict. For example, the Chinese are building new ports in Pakistan and offshore of Myanmar. This development is eyed with great concern by India at a time when both nations are building up their navies. To India's north and east, meanwhile, this concise study examines implications for Nepal as it emerges as a major supplier of electricity, water, and irrigation under a Maoist regime. The Chinese fear the implications of climate change on the Himalayan snowbelt and are beginning to challenge Indian sovereignty in Arunchal Pradesh, a source of tremendous hydroelectric and water potential. Ebinger also details how violence in India's northeastern provinces is affecting its ability to transport gas, increasing the need to make sure Bangladeshi gas is available to India. Ebinger stresses the urgency of adopting energy technologies that serve the needs of the region's poor, keeping in mind the greenhouse implications of leaving them to gather fuel wood, consume biomass, and burn charcoal. Finally, he addresses the role of nuclear energy, including potential reverberations of the U.S.-India nuclear deal and the need to ensure, somehow, that expansion of nuclear energy throughout the Gulf and South, East, and Central Asia does not lead to an arms race or the spread of insecure nuclear facilities.

Charles K. Ebinger is director of the Energy Security Initiative at the Brookings Institution, where he is a senior fellow. He has been an energy adviser to over fifty governments. He also directed the Energy Program at the Center for Strategic and International Studies from 1979 to 1987.
