Dr. R.K. Sapru is a product of the Panjab University which awarded him Masters degrees in Political Science (1970), Public Administration (1972), English (1976), and subsequently doctorate in Public Administration in 1983. Initially, appointed as a Teachmg-cum-Research Assistant at the Department of Public Administration, Panjab University, Chandigarh in February 1976, Dr. Sapru rose to the position of Professor. He headed the Department of Public Administration, Panjab University from 1990 to 1993 and again from 2002 to 2005. He retired from the Panjab University after serving it for nearly 3 decades in August 2005.

Mr. Y. Sapru has more than 14 years of experience in e-Govemance consulting,4 management and administration. He has been associated as an eGovemance consultant with Ministry of Electronics and Information Technology (MeitY), Government of India and Chandigarh Administration. He is an MBA from the Indian Institute of Management, Lucknow and holds a bachelors degree in engineering from Punjab Engineering College, Chandigarh. He has also been certified by PMI, USA, United Nations-APCICT and Cambridge University. He has undertaken research in the areas of social media, technology and governance. His papers have been published in some of the prestigious journals of the country.
