Roger H. M. Cheng is Assistant Professor in the Department of Educational Administration and Policy; John C. K. Lee is Professor in the Department of Curriculum and Instruction. Leslie N. K. Lo is Professor in the Department of Educational Administration and Policy and Director of Hong Kong Institute of Educational Research. All are at The Chinese University of Hong Kong.
