Synopsis

The growing risk of interferences between submarine cables and deep seabed activities was the focus of this Workshop which aimed at finding practical solutions for the peaceful coexistence of both uses in areas beyond national jurisdiction. The starting point for discussions was the United Nations Convention on the Law of the Sea of 1982, which expressly authorizes both activities which are only limited by their mutual duty to exercise “due regard” for each other and other users, but without including precise provisions on the resolution of disputes. Discussions surrounded how best to avoid such disputes, and to facilitate cooperation. The workshop brought together representatives from the submarine cable industry, ICPC, the ISA and its Contractors, as well as delegates from the United Nations and several governments in a non-representative capacity.
