This book focuses on the practice and experience of urban delicacy governance in Xuhui District, Shanghai. As we know, urbanization is the inevitable course for agricultural civilization to move towards industrial civilization. Over the past forty years, the urbanization of China has developed rapidly and has become an important push for economic development and social progress. At the same time, the rapid expansion of city scale, the shortage of public services, environmental pollution, traffic congestion, housing tension, as well as other urban pain points have emerged, and these have brought about serious challenges to urban governance. Delicacy management is the concentrated expression of modern scientific management theory and the inherent requirement to realize the modernization of national governance systems and governance capability. From delicacy management to delicacy governance, urban governance needs the transformation of logic. Shanghai has been identified as the only super city in the Yangtze River Delta and East China. It is of great significance to understand the theory and practice of urban governance in Shanghai. Meanwhile, Xuhui District is one of the seven central urban areas in Shanghai with a profound historical background, important institutions, advanced science and education.

Mr. Gaohong Chen is the Vice Dean of China Institute of Urban Governance and the Director of the Committee of the Xuhui District people's Congress. As a senior government official, he has worked in many departments in Shanghai government and has rich experience in urban governance.
Dr. Jiannan Wu is Distinguished Professor and Executive Vice Director of China Institute of Urban Governance and Head of Division and Liberal Arts and Social Science, Shanghai Jiao Tong University, China. After obtaining his Ph.D. at School of Management at Xi'an Jiaotong University (XJTU) in 1999, he was appointed as a postdoctoral research associate at Center for Technology and Information Policy (CTIP) of Maxwell School of Citizenship and Public Affairs at Syracuse University until 2001. He also worked as a Fellow in Ash Center of Harvard Kennedy School in January-August 2012. Dr. Wu has worked on performance management, innovation, and governance as a faculty member in Xi'an Jiaotong University until 2014. He has published extensively in Chinese leading Journals and some English work has appeared in Public Administration, Review of Public Personnel Administration, Public Administration Quarterly, Journal of Public Administration and Theory, Administration & Society, Sustainability, and International Public Management Review. Dr. Wu has served in Editorial Board of Public Administration Review and International Public Management Journal and several Chinese journals. Dr. Wu has served as Vice President of National Government Performance Management Research Association of China since 2006, Executive member of Chinese Public Administration Society and other Chinese academic societies.He is a member of American Society of Public Administration, Public Management Research Association, International Public Management Network, International Research Society of Public Management, and Asian Group of Public Administration. He has been an active member of Chinese Expert Committee of IIAS since 2010 and Treasurer of Asian Association of Public Administration since 2016.
Dr. Lufa Zhang is the Associate Research fellow of China Institute of Urban Governance. He was awarded the PhD degree at Antai College of Economics & Management in Shanghai Jiao Tong University. His research filed is Social security and health policy.
