Anil Markandya is Director of the Basque Centre for Climate Change in the Basque Country, Spain and Honorary Professor of Economics at the University of Bath, UK. He has worked in the field of resource and environmental economics for more than 30 years. Markandya has held academic positions at the universities of Princeton and Harvard in the US, and at University College London and Bath University in the UK. He was a lead author for chapters of the 3rd and 4th IPCC Assessment Reports on Climate Change (which were awarded a share of the Nobel Peace Prize in 2007). He has also just finished contributing to the 5th IPCC Report that has just been published. In 2008, he was nominated by Cambridge University as one of the top 50 contributors to thinking on sustainability in the world. In 2012, he was elected the President of the European Association of Environmental and Resource Economics, and in 2013, he became a member of the Scientific Council of the European Environment Agency.
Ibon Galarraga is a Research Professor and Deputy Director at the Basque Centre for Climate Change (BC3), with a PhD in Economics from the University of Bath (UK), an MA in Economics at the University of Essex (UK), and a BA in Economics (specialty of International Economics and Development) at the University of Basque Country. He has worked as an environmental consultant for both public and private clients, and has several publications in the field of environmental and resource economics, energy, and climate policy. During July 2005 and May 2009, he was the Deputy Minister for the Environment of the Basque Government, Executive Vice-President of the Environmental Public Society, IHOBE, and Member of the Board of the Basque Energy Board (EVE).
Dirk T G Rübbelke is a Professor of Economics at Technische Universität Bergakademie Freiberg, Germany. Before he joined Technische Universität Bergakademie Freiberg, he was Ikerbasque Research Professor at the Basque Centre for Climate Change (2010 2014), Senior Research Fellow at the Center for International Climate and Environmental Research, Oslo (2008 2010), and Junior Professor at Chemnitz University of Technology (2002 2008). He is a Fellow Member in the CESifo Research Network, Munich, and was awarded membership in the Environmental and Resource Economics Group of the Verein für Socialpolitik (German Economists Association) in 2009. Professor Rübbelke conducted research and taught at internationally renowned universities and research centres. These are, inter alia, Australian National University in Canberra, Centre for European Economic Research (ZEW) in Mannheim, CESifo in Munich, Hebrew University of Jerusalem, Jadavpur University in Kolkata, Makerere University in Kampala, Max Planck Institute for Tax Law and Public Finance in Munich, and University of Nottingham. He has published in internationally renowned journals such as Climatic Change, Ecological Economics, Economica, Economics Letters, Environmental and Resource Economics, Journal of Public Economics, Journal of Public Economic Theory, Resource and Energy Economics, Review of World Economics, and World Economy.
