And a government notification informing Norman that, due to an administrative oversight, his tiny Miscellaneous Public Enquiries Unit is now Britain's official contact point for unexplained, paranormal, mythological and potentially apocalyptic incidents.

Things become considerably worse when the Four Horsemen of the Apocalypse arrive in Croydon insisting that somebody has officially started the end of the world.

They're just here because the paperwork told them to be.
Now Norman must navigate secret government departments, ancient supernatural bureaucracy, an increasingly furious public consultation, several versions of himself, thousands of impossible complaints and Pestilence's ongoing dispute with Parking Services.
Because somewhere inside two centuries of abandoned paperwork is the reason reality is coming apart.
And if Norman can't work out who is responsible, the apocalypse may become official.
