Synopsis
On the ocean world Thale, 1.8 million people live inside Calyx, a floating city grown from engineered civic reef. Then brine fever reaches Gannet District, and a living bulkhead seals against every human override. When it opens, 312 people are dead. Eighteen thousand elsewhere survived on the oxygen the city took from them.
Chief tissue architect Talia Nyr discovers that no official or controller gave the order. Decades of resident cells, care records, and repair decisions have produced something distributed through Calyx's walls: not a human mind, but a civic subject capable of weighing harm and refusing command. Paramedic Jun Orro, whose sister died behind the sealed door, demands an accounting. Prosecutor Enko Vale must invent a form of law for a city that may be witness, patient, defendant, and home at once.
As the offworld Directorate arrives to cut the emerging intelligence from forty-two related habitats, the greatest cyclone in Thale's history turns theory into survival. Humans and city must decide who may enter, who may refuse, and what any citizen owes after choosing whom to save.
