From 1 January 2027 any person living in a Georgia community association development can file a complaint with the Secretary of State. You do not need a lawyer. You do not pay to file. And the moment the complaint is filed, the association is prohibited from collecting the fines and fees you are disputing - automatically, with no bond, no hearing and no judge.

The $100 administrative fee is paid by whoever loses. For a homeowner staring at a collection letter, that makes filing the cheapest move available.
