Every death, without exception or exemption, shall be set down and kept.
That is the whole of the promise, and it is the only thing the Collectors Office has ever offered. It does not save anyone. It does not bring anyone back. It writes them down, so that somebody, somewhere, is able to remember.
Clarence Isenson has kept that promise for eight years, in the rain, at the edges of the map, in the company of the recently dead. Then a woman called Astrid dies at a creek two hours north of Vetmark, and Clarence does everything correctly — the sketch, the measurements, the form, the seal — and when the answer finally comes back from the Registry, months later, it says that no such record exists.
What follows is not a rescue. Astrid is not coming back and Clarence knows it. What follows is a clerk with a field book, walking up the ladder of a state built entirely out of offices, asking a question that nobody above him has been asked in a hundred and fifty years: who is taking them out, and how far up does it go?
